The municipal plenary session of the La Ràpita City Council, held this Friday, approved amendments to several fiscal ordinances for 2027, the Local Youth Plan 2026-2030, and adhesion to the sustainable mobility framework agreement of the Catalan Association of Municipalities (ACM). The session began with a minute of silence in memory of the victims of the train accident in Toledo.
The fiscal modifications aim to streamline tax management, simplify procedures, and facilitate administrative tasks. For the capital gains tax on urban land, the council will be able to directly apply discounts if it has the necessary information. For the ICIO (Construction, Installation, and Works Tax), the calculation of the taxable base for minor renovations is simplified, and assessments under five euros will not be subject to payment. The waste collection fee will move to an annual register, although billing will remain semestral.
The Councilor for Finance, Marc Brunet, argued that these measures consolidate municipal economic stability and improve administration, highlighting that taxes have remained frozen for the years 2024, 2025, and 2026. The acting mayoress, Helena Queral, emphasized the goal of a simpler and more accessible administration, stating that taxes translate into visible improvements in the municipality.
The new Local Youth Plan 2026-2030 outlines the strategic lines for municipal youth policies, aligning with the National Youth Plan of Catalonia 2030. The Councilor for Youth, Judith Ferragut, stressed the importance of this plan for continuing to develop policies for this demographic.
Finally, adhesion to the ACM's sustainable mobility framework agreement will allow the City Council to contract vehicles and mobility systems through the entity's central purchasing office, thereby optimizing municipal needs in this area.
