Balaguer Launches Civility Campaign with Fines Up to 3,000 Euros

The initiative aims to promote respect for public spaces and proper waste management, with a new ordinance in preparation.

The Paeria de Balaguer has initiated a campaign to promote civility and respect for public spaces, with the possibility of applying fines of up to 3,000 euros for uncivil behavior.

Under the slogan 'Balaguer is home and everyone's business', the initiative emphasizes that public space is a shared asset and its preservation is the responsibility of all citizens. The campaign focuses on daily aspects such as proper management of bulky waste, correct use of bins and containers, collection of pet waste, and respect for urban furniture.
During the presentation, the mayor, Lorena González, explained that the campaign includes placing posters and banners on lampposts and various points in the city, as well as distributing informative material to homes. The objective is to reinforce key messages about the importance of small gestures for urban quality of life.

In addition to the campaign, the Paeria is working on a new civility ordinance. According to the mayor, a draft is already being reviewed and is expected to be presented to the municipal plenary soon. This ordinance, along with the awareness campaign, is considered one of the most effective measures to clarify coexistence rules and ensure compliance with regulations.

"We have a draft of the ordinance that needs to be refined, but we hope to present it to the plenary as soon as possible. Along with the campaign, it will be one of the most effective measures to clarify to residents how things should be done, because without sanctions, people don't learn."
