These grants are for self-employed individuals, micro, small, and medium-sized enterprises currently operating from mezzanines or upper floors without direct street access. The initiative seeks to promote the conversion of freed-up spaces into housing and prevent disruption to the commercial continuity of urban centers.
Key requirements include being the owner of the new premises (purchase, rent, or concession), possessing the relevant municipal license, and opening the new establishment during 2026. A minimum eligible investment of €2,000 is required, and the new premises must be street-level with direct public access. The vacated space must be suitable for residential use.
The subsidy amount can cover up to 75% of eligible expenses, with a maximum limit of €30,000 per beneficiary. Eligible actions include the purchase, rent, or concession of the new premises, as well as adaptation and renovation works, interior design, installations, furniture, shop window enhancements, and minor construction reforms.
The execution period for the subsidized actions runs from January 1, 2026, to December 31, 2026. The deadline for submitting online applications is from October 5 to October 30, 2026.
