The town of Sort hosted a specialized conference this Wednesday regarding the legal framework for tourist housing (HUT), organized by IDAPA for local Pyrenean administrations.

Around fifty political and technical representatives gathered to analyze Decree Law 3/2023. This regulation affects 262 Catalan municipalities facing housing shortages, establishing a strict limit of 10 tourist licenses for every 100 residents to ensure social balance.
Legal expert Raimon Soler from Aterra Estudi Jurídic detailed the necessary urban planning updates. He warned that by November 2028, all existing licenses in affected areas will expire unless local governments explicitly incorporate tourist use into their municipal master plans.
The IDAPA (Institute for the Development of the High Pyrenees and Aran) emphasized the urgency of these measures. Practical guides and session summaries will be published on the Som Pirineu website to assist municipalities in navigating these complex administrative changes.
