Sílvia Orriols Approves Ripoll's Budget with PSC's Abstention

The mayor of Ripoll secures the approval of the annual municipal accounts, valued at nearly 15 million euros, for the first time, thanks to her casting vote and the socialist abstention.

The mayor of Ripoll, Sílvia Orriols, has secured the approval of the municipal budget for 2026, valued at nearly 15 million euros, thanks to her casting vote and the abstention of the PSC councillors.

The approval occurred yesterday, just minutes before the end of the plenary session, with a tie of seven votes in favor (the six councillors from Aliança Catalana and the one from Som-hi Ripoll) and seven against (from Junts, ERC, and the CUP). Orriols' decision to use her casting vote in the second round, which only required a simple majority, was crucial, along with the PSC's abstention and the absence of a republican deputy.
This marks the first time that the leader of Aliança Catalana has managed to get the town hall's annual accounts approved by the plenary. In 2024, the budgets had to be extended, and in 2025, they were automatically approved after a no-confidence motion failed. Orriols thanked the parties for their "responsibility" and highlighted the "continuous" and "containment" nature of the budget's spending, which prioritizes security, popular culture, and cleanliness, without detailing specific allocations.
For its part, Junts justified its negative vote by arguing that the accounts were unrealistic and that the town hall would not be able to fulfill promised proposals due to a European penalty. Ferran Raigón, the party's spokesperson, warned: "We will not be fooled." ERC regretted that their proposals had not been included, and the CUP rejected their support for ideological reasons. The only additional vote in favor came from the independent councillor of Som-hi Ripoll, who valued the understanding reached in negotiations.

The abstention of the two socialist councillors has caused an internal storm within the PSC. The councillors justified their decision to avoid another vote of confidence like last year's, which they considered a waste of time and a way to "put Ripoll back in the spotlight" with a "new media circus." However, this abstention did not have the support of the PSC of Girona, which has summoned them to "demand explanations and act accordingly." The councillors have admitted their "error" and have offered their resignation to the party.
