Catalan Government and farmers agree to ease composting plant installation in ZEPA areas

The Generalitat changes the interpretation of regulations to facilitate agricultural management and plans to pay 7 million euros in compensation.

The Catalan Government and agricultural organizations agreed in Tàrrega to relax the interpretation of regulations allowing the installation of agricultural composting plants in ZEPA areas.

The agreement, reached during a meeting to monitor the management of Special Protection Areas for Birds (ZEPA), does not involve a modification of the law, but rather a "change in interpretation" of the regulation, according to Josep Maria Pijuan, head of Livestock Sectors at Unió de Pagesos.
This flexibility will allow the installation of agricultural and livestock management plants, provided that the treated products originate within a limited radius of 35 kilometers. The interpretive change, which will apply to projects previously considered too restrictive, will become effective in approximately 15 days.

"We have been confirmed that these 7 million euros will be available, that the formula will be sought for them to be assumed by the end of the year and, therefore, that farmers can collect them before the end of the year."

In addition to the flexibility, the Government reaffirmed its commitment to pay the 7 million euros in compensation agreed upon last December to farmers affected by the 14,000 hectares of ZEPA excluded from irrigation in the Segarra-Garrigues canal area, with payment expected before the end of the year.
