European Parliament halts EU-Mercosur deal, referring it to the CJEU

The narrow vote, driven by agricultural sector discontent, obstructs the ratification process, potentially delaying the trade pact by up to two years.

The European Parliament decided this Wednesday to refer the trade agreement with Mercosur to the Court of Justice of the European Union (CJEU), a move that halts its ratification and satisfies farming organizations.

The decision to endorse the appeal before the CJEU was taken by a narrow majority of 334 votes in favor, 324 against, and 11 abstentions. This action, requested by over a hundred MEPs mainly from the left and far-right groups, responds to the strong discontent of the European agricultural sector, which included tractor protests at the Eurochamber headquarters in Strasbourg. The agreement affects free trade with Brazil, Argentina, Uruguay, and Paraguay.

Satisfaction is evident among Catalan organizations. The president of Asaja in Lleida, Pere Roqué, also took the opportunity to urge the president of the European Commission, Ursula von der Leyen, to "step aside once and for all".

"The only certainty is that the European Parliament will not be able to vote on the approval or rejection of the Mercosur treaty until the CJEU's opinion is issued."

Raquel Serrat, national coordinator of Unió de Pagesos (UP), pointed out that this judicial process could delay the final vote on the agreement by 18 to 24 months, as the Parliament cannot rule until the court has issued its opinion. However, Serrat warned that the European Commission still has the power to propose the provisional application of the pact to the member states.
