The Lleida City Council is finalizing a mobility ordinance update that will require electric scooter users to have civil liability insurance, a visible ID plate, and official certification.

Local authorities in Lleida presented the changes this February following a national decree published in the Official State Gazette. The new rules target Personal Mobility Vehicles (PMV) to improve urban safety.
Insurance policies must cover up to 6.54 million euros for personal injury. Additionally, vehicles must display an official marking plate from the General Directorate of Traffic (DGT) to prove they meet legal standards.
