The proposal, which received an unfavorable report from the Security, Mobility, Civility, and Coexistence information commission, includes stricter sanctions for uncivil conduct, penalties for repeat offenses, the opening of a citizen participation channel to report uncivil acts, and improved defense of women's rights. The current ordinance dates back to 2007 and its update is considered necessary.
Sanctions are classified as minor (400-750 euros), serious (751-1,500 euros), and very serious (1,501-3,000 euros). Repeating a minor offense within two years can be reclassified as serious, and a serious offense as very serious. This regulatory change has been developed over two years with input from municipal groups and collectives such as the Federation of Neighborhood Associations (FAV).
Another novelty is the regulation of public attire, prohibiting remaining or circulating in public spaces with garments that completely conceal the face, wearing underwear, swimwear, or being naked, with exceptions for fundamental rights, places of worship, or socially accepted uses such as swimming pools. A socio-educational action plan has also been developed to promote women's inclusion, and the prohibition of street prostitution is made more explicit, sanctioning the demand for paid sexual services.
A specific channel for citizen contributions on incivility matters will be created, allowing citizens to report detected incidents to the city council. Furthermore, mediation will be strengthened as a tool for conflict resolution, complementing sanctions. The response to discriminatory or vexatious conduct for any reason will also be improved.
Other conduct that will be better defined includes consuming alcohol in public spaces outside authorized hours, generating noise that disturbs neighbors' rest, causing damage to public furniture, or spitting, defecating, or urinating in the street. Repeat offenses will have consequences in all cases. Regulatory changes will also be reviewed in other current ordinances to avoid inconsistencies.
