The plan, named the Irrigation Strategy 2025-2040, aims to modernize over 181,000 hectares and position Catalonia as a European leader in efficient food production. The Ministers of Agriculture, Òscar Ordeig, and Presidency, Albert Dalmau, presented the initiative in Lleida, emphasizing the necessity of this transformation in the face of climate change.
According to Ordeig, approximately half of Catalonia's irrigated land still requires modernization. The project includes improving existing systems and expanding new areas, incorporating the use of regenerated and desalinated water, along with other water resources adapted to local needs. The Generalitat stresses that the issue is not water quantity but technology and infrastructure, promoting innovation, digitalization, and renewable energy for better resource management.
Energy transition is another key pillar, as energy accounts for 40% of irrigation costs. The plan will promote solar panel installations to reduce farm expenses. The Plana de Lleida will receive a significant portion of the investment, with 1.439 billion euros allocated to 115,000 hectares, including actions for the Segarra-Garrigues system and the Albagés dam. The Alt Pirineu region will receive 120.4 million euros for 5,000 hectares.
The Government estimates an annual investment of around 200 million euros will be necessary to achieve its goals. Ordeig noted that public spending on irrigation has increased substantially, from an average of 50 million euros annually (2013-2023) to over 140 million euros projected for 2025.

Regarding the rejection of the modernization project for the Canals d'Urgell by some irrigators, Minister Ordeig emphasized that the law mandates action when a collective requests it. The modernization project has an estimated budget of 1 billion euros, financed through an agreement with the State. The Casa Canal will collaborate in finding new financial tools for farmers.
