The modifications aim to adapt to families' economic reality, reinforce support for less privileged groups, and update municipal fees. The general tax rate for the IBI remains at 0.803%, with a differentiated rate of 0.85% for non-residential properties with high cadastral values.
In housing matters, the IBI bonus for homes incorporated into the municipal social rental pool increases from 50% to 95%. A 95% bonus on the Tax on Constructions, Installations, and Works (ICIO) is also incorporated for rehabilitation actions intended for social rent for a minimum of five years.
The ordinances foresee new surcharges on tourist use homes, ranging from 50% to 150%, conditional on state regulations. Furthermore, economic thresholds for accessing municipal bonuses of 25%, 50%, and 80% are increased by approximately 7.7%, adapting them to income evolution.
Families will only pay for nursery services actually used, and economic criteria for accessing nursery and summer camp bonuses are updated, referencing the minimum interprofessional wage.
Access fees for the Santa Clotilde Gardens are updated: general admission rises from €6.10 to €8, and reduced from €3.10 to €4, to align income with the maintenance of the site.
Other measures include free Local Police reports on traffic accidents, maintaining the 95% bonus on capital gains for hereditary transfers of the habitual residence, and updating thresholds for fiscal benefits for home care services.
Lloret's mayor, Adrià Lamelas, highlights that the ordinances maintain municipal economic stability while introducing measures to address social and housing needs. The ordinances are in provisional approval, subject to a public information process.
