The National Pact for Industry's primary objective is to drive industrial transformation in Catalonia, with particular attention to the Camp de Tarragona and Terres de l’Ebre regions. This strategic plan, backed by an investment of 5 billion euros and 190 measures, focuses on decarbonization and the planning of new industrial infrastructures to enhance the competitiveness and sustainability of Catalonia's productive sector.
The Camp de Tarragona, known for its significant petrochemical complex, will be a major beneficiary of this plan. Decarbonization has been established as a key strategic axis to support the chemical and petrochemical industry in its challenge to reduce emissions and move towards a more sustainable model, with financial backing for climate change mitigation projects.
Meanwhile, the Terres de l’Ebre, playing a crucial role in energy production and sectors such as agri-food, furniture, and construction, will receive specific measures. These include aid from the Nuclear Transition Fund, an investment plan for the agri-food industry, and support lines to boost the competitiveness and sustainability of local businesses.
The initiative also foresees the development of new industrial infrastructures in municipalities such as Valls (Porta Pla and Palau de Reig industrial estates), Gandesa (La Plana industrial estate), and future urban development plans like those for Alió – Vila-rodona and Catalunya Sud. Furthermore, it aims to improve the connectivity of industrial estates with public transport, a pressing need as currently only 24% of industrial estates in Terres de l’Ebre have this connection.
The National Pact for Industry represents an alliance between the Government, business organizations, trade unions, professional associations, parliamentary groups, universities, and chambers of commerce. Its main objectives are to boost industrial productivity, reduce the technological gap, promote decarbonization as a driver for a sustainable economic model, and strengthen industrial resilience to ensure strategic supplies.
