The Tarragona City Council has decided to terminate the contract with the company awarded the rehabilitation works for the building located at number 8 Santiyán street. According to a report from the Secretary-General, the resolution is based on several detected breaches, about which the company was «repeatedly» notified.
A first report last March warned that the contracting company, Oumeskur Construcciones y Obras SL, had not submitted the mandatory documentation or work organization. Furthermore, «deficiencies in health and safety matters» were accredited, suggesting the suspension of the works.
A second report, a month later, indicated that «the rehabilitation is practically at a standstill, with almost zero work pace and few workers on site». The initial site manager had also ceased her collaboration with the company.
Fourteen weeks after the start of the works, scheduled for sixteen, a plan had still not been submitted and the site lacked service supply. The secretary's report concludes that «in view of the remaining deadline, the work pace, and the pending actions, it is considered impossible to complete the work within the foreseen deadline».
Given the possibility that the construction company might leave the site blocked, especially after starting to dismantle the windows, which could lead to vandalism or pigeon entry, the City Council opted to terminate the contract. As a measure, the deposit amount was confiscated, and the company will be barred from bidding for contracts with the local administration or its dependent bodies for the next three years.
The works, which began on January 12 with a budget of 449,925 euros, are part of the first phase of the project to turn the building into the future site of a community facility for the Part Baixa. This stage included the rehabilitation of the courtyard, the ground and first floors, and the restoration of the facades, with plans to create an auditorium and modules for meetings and socio-community and cultural activities.
