The Government Delegate of the Generalitat in Tarragona, Lucía López, and the Director General of Civil Protection, Marta Cassany, have led the establishment of the participation councils for the North and South chemical plants, within the framework of the External Emergency Plan for the Chemical Sector of Tarragona (Plaseqta). These new bodies are created with the aim of strengthening transparency and information exchange between public administrations and citizens, promoting a culture of self-protection.
The Delegate thanked the representatives for their involvement and highlighted that the creation of these bodies demonstrates “the shared will to build a closer and even more participatory Plaseqta, where citizens are not just recipients of information, but also an active voice in building collective security.” For her part, the Director General of Civil Protection emphasized that “this event and the new participation councils exemplify the spirit of Plaseqta, a plan made from Tarragona, which not only listens to the voices of the territory but integrates them and makes them part of the process, in continuous improvement and with a common goal: people's safety.”
The Territorial Service of Civil Protection in Tarragona, in coordination with the General Sub-directorate of Citizen Participation of the Department of the Presidency, has promoted the creation of these councils, which have the Table of Neighbors of Tarragona as a precedent. The definition of the territorial scope has been based on the planning criteria of Plaseqta and the functional and proximity relationships of the municipalities with the industrial estates.
The Participation Council for the North chemical sector will incorporate the municipalities of Constantí, els Garidells, el Morell, els Pallaresos, la Pobla de Mafumet, Perafort, and Vilallonga del Camp. The Council for the South sector will be integrated by la Canonja, Vila-seca, and Salou. The designated representatives have diverse profiles, and the councils are open to future incorporations.
During the establishment ceremony, the objectives and functions of the councils, and their integration into the Plaseqta's information, awareness, and participation system were presented, laying the groundwork for future operations. The creation of the councils is the result of cross-cutting work between the Directorate General of Civil Protection and the Directorate General of Citizen Participation, with the active involvement of the participating municipalities.
