Tarragona Chamber warns of "dying from success" risk due to lack of POUM and closed shops

Laura Roigé describes 2025 as an extraordinary year but warns that 2026 will be hindered by the lack of urban planning and the massive arrival of cruise passengers on Sundays.

The president of the Tarragona Chamber of Commerce, Laura Roigé, presented the annual balance for 2025, an "extraordinary" year, but warned that the lack of POUM approval and the arrival of cruise passengers on Sundays threaten growth in 2026.

The main concern for 2026 is the lack of approval of the Municipal Urban Planning Plan (POUM), an instrument that the Chamber considers "essential for growth, attracting talent, investments, and creating land for social housing." Roigé regretted that, despite their requests, the City Council has not progressed in its processing, jeopardizing the competitiveness of the capital.

"Businesses are very worried about the lack of planning, which translates into a loss of investments in multiple sectors; there is no land in Tarragona, and it is the only capital in Spain without a POUM; it is very sad... This City Council only makes promises, but nothing is executed."

The second major headache is the record forecast of over 155,000 cruise passengers for 2026, of which about 23,000 will disembark on Sundays. Roigé criticized the "stubbornness of the Viñuales Administration" for rejecting the declaration of Tarragona as a tourist municipality, warning that the city could "die from success" if these high-purchasing-power visitors find shops closed, severely affecting the city's image and promotion.
Regarding the 2025 balance, the Chamber highlighted achievements such as organizing 22 trade missions with 110 companies and a record of 10,600 teaching hours and over 1,300 students trained. The managing director, Daniel Martín, stressed that 33 missions are planned for 2026, a 50% increase, across 50 countries on four continents. Furthermore, the Employment Fairs registered nearly 300 companies and almost 10,000 candidates, facilitating the initial signing of 870 contracts.
Finally, Roigé announced a historic milestone for 2026: the Tarragona Chamber will open its first permanent delegation in the Baix Penedès, the Business Management Office (OGE), thanks to the support of the Generalitat de Catalunya and the El Vendrell City Council. This new presence will strengthen training, employment, and commercial promotion services in the region.
