The Government of Catalonia has announced the tender for 566 new public homes in 31 Catalan municipalities before the end of April, with a significant presence in the province of Tarragona due to its territorial diversity and the number of localities involved.

This initiative, part of the strategy to expand the public housing stock by 2030, involves construction on small plots, most with capacity for fewer than 20 units. The President of the Generalitat, Salvador Illa, has formalized agreements with local councils, many of which have limited technical resources and have opted to delegate management to the regional administration.
Most of the projects in the province are concentrated in Camp de Tarragona, especially in municipalities near Reus and the city of Tarragona. Notable locations include La Canonja, with three plots, and Alcover, where two developments will take place. Projects are also planned for Les Borges del Camp and Almoster, as well as Mont-roig del Camp, reinforcing the plan's presence along the coast and its area of influence.
In Baix Penedès, the focus is on Calafell, with a plot for 11 homes, and El Vendrell, which anticipates about 30 units across three plots. This area, marked by strong residential pressure and demographic growth, is considered key to balancing the housing market. Inland, in Conca de Barberà, L’Espluga de Francolí will have two plots with capacity for 7 and 24 homes respectively, while in Priorat, Falset will feature up to 12 homes.

"This system allows for great flexibility and makes it easier for even small companies to bid for projects."

In the south of the province, in the Montsià region, the municipality of La Sénia will also benefit with a plot designated for about 25 units, extending these policies beyond metropolitan areas. The Minister of Territory, Housing and Ecological Transition, Sílvia Paneque, highlighted that this approach opens a new avenue of collaboration with local councils, particularly useful for those without sufficient technical structure.
This initial phase, including the aforementioned plots, plans to tender other public lands, reaching a total of 63 spaces with capacity for 823 homes. The territorial distribution of projects in Tarragona pursues a dual objective: to alleviate pressure in high-demand areas and to help retain population and boost the economy of inland regions.
