The new EMT network opts for more direct routes and a simplified structure while maintaining operating costs. The main objectives are to improve frequency, expand service coverage (increasing from 211 to 218 kilometers), and optimize connectivity between the different neighborhoods of Tarragona.

The improvements focus on key neighborhoods. In Sant Salvador, frequency will be increased, and a direct connection to Hospital Joan XXIII will be guaranteed. In the Ponent neighborhoods (including Icomar, Torreforta, and Bonavista), direct connections to the city center will be reinforced, and new routes like the L-34, connecting La Floresta with the CAP de la Granja health center, will be introduced.
For the Sant Pere i Sant Pau neighborhood, the restructuring includes the creation of the new L-60 line, which will become the direct connection to the center. Furthermore, the extension of the L-55 line will improve access to the area around Reial street and the train station. The study underpinning the project was awarded to the company Aie Multicriteri–Mcrit in the summer of 2024 and will be submitted to the municipal plenary for approval.
