Authorization for three new wind farms in Terra Alta despite local opposition

The Directorate General of Energy has greenlit the construction of 31 wind turbines in Batea and La Pobla de Massaluca, with an investment exceeding 168 million euros.

The Directorate General of Energy of the Generalitat de Catalunya has authorized the construction of three wind farms in Batea and La Pobla de Massaluca, in the Terra Alta region, which will add 31 wind turbines despite opposition from local entities.

Enel Green Power España is the promoter of these three projects, which foresee the installation of 31 wind turbines, each 115 meters high. The estimated timeframe for the commissioning of these infrastructures is two years.
Various local bodies, such as the Batea City Council, the Ascó City Council, the Terra Alta Regional Council, Unió de Pagesos de Catalunya, and the Group for the Study and Protection of Catalan Ecosystems (GEPEC), have issued unfavorable reports. These reports express clear opposition to the construction of the plants, while the La Pobla de Massaluca City Council has not commented on the matter.

The largest project, named Les Crestes, will be located in Batea and will include ten wind turbines with a unit power of 4.9 MW. Additionally, an overhead high-voltage evacuation line (220 kV) will be built, passing through Batea, Gandesa, Corbera d'Ebre, La Fatarella, and Ascó, affecting the Terra Alta and Ribera d'Ebre regions. This park has a budget of almost 72 million euros.
The other two parks, El Calvari and a third unnamed project, will also be installed in Batea and La Pobla de Massaluca. El Calvari will feature ten 4.9 MW wind turbines and a budget of over 49 million euros. The third project plans for eleven 4.45 MW wind turbines and a high-voltage line of almost 30 km between Batea and Ascó, with a cost exceeding 47 million euros.
Opposing entities have expressed concern about the potential impact on environmental transition areas, the lack of territorial planning, severe impacts on agricultural land, and contradiction with the subsidiary norms of the POUM. They also warn about the loss of agricultural production, effects on ecological connectivity, biodiversity, and landscape integration.
