Green Light for Three New Wind Farms in Terra Alta Despite Local Opposition

The Directorate General of Energy of the Generalitat de Catalunya has approved the construction of three new wind farms in the towns of Batea and la Pobla de Massaluca, which will include 31 wind turbines and a total investment of over 168 million euros.

Enel Green Power España is the developer of these three projects, which plan for the installation of 115-meter-high wind turbines. The first park, named Les Crestes, will be located in Batea with ten 4.9 MW wind turbines. This project includes a 220 kV high-voltage evacuation power line that will cross Batea, Gandesa, Corbera d'Ebre, la Fatarella, and Ascó, in the Terra Alta and Ribera d'Ebre regions, and an electrical substation in Ascó. Its budget amounts to 71,997,283.11 euros.
The second park, named El Calvari, will also feature ten 4.9 MW wind turbines and will be installed between Batea and la Pobla de Massaluca, with a cost of 49,196,824.94 euros. Finally, the third project will be built exclusively in Batea, with eleven 4.45 MW wind turbines and a nearly 30-kilometer 220 kV high-voltage power line connecting Batea and Ascó, passing through Caseres, Gandesa, Corbera d'Ebre, and la Fatarella. The budget for this last project is 47,388,702.51 euros.
The estimated timeframe for the commissioning of the three projects is two years. However, the decision has generated significant opposition in the territory. The Batea City Council, the Ascó City Council, the Terra Alta Regional Council, Unió de Pagesos de Catalunya, and the Group for the Study and Protection of Catalan Ecosystems (GEPEC) have issued unfavorable reports, expressing their disagreement with the wind farms.

The concerns of local authorities and entities focus on the impact on the agricultural sector, the loss of agricultural production, the effect on Areas of Faunal and Floral Interest (including Special Protection Areas for Birds - SPAs), ecological connectivity, biodiversity, urban planning, and landscape integration. The Terra Alta Regional Council has indicated that the three parks should have been processed as a single project to jointly assess the cumulative effects.
