The project involves the comprehensive renovation of heating and cooling systems with high-energy efficiency equipment to reduce consumption and maintenance costs. This action has been declared a financially sustainable investment. The funding change, initially planned for 2026, will now be covered by the budgetary surplus from 2024.
In housing matters, the Council has initially approved the regulatory bases for subsidies to renovate empty homes for the Affordable Rental Pool. This measure aims to expand the stock of affordable rental housing. Property owners must commit to incorporating the homes into the municipal pool for a minimum period.
Economically, two budget modifications have been approved. The 24th, for €300,684.88, includes the acquisition of land from SAREB for €230,000, gardening work, and various repairs. The 25th, for €157,463.68, allocates funds for repairing the roof of the Museu Trepat, Participatory Budgets, and contributions to Fira Tàrrega.
The funding source for several 2026 budget investments has also been modified by €385,000, shifting from credit to treasury surplus. This change affects projects such as drafting plans, investments in the Teatre Ateneu, and building replacements.
In the motions section, a motion from ERC on energy transition was approved, urging the presentation of alegations to the PLATER to ensure territorial justice and agricultural land protection. Proposals from CUP and Junts per Tàrrega to halt the plan's processing were accepted.
Finally, an urgent motion from Junts per Tàrrega and CUP was approved regarding the need for a moratorium and territorial planning for biogas projects in the Ponent region. Currently, 23 projects are in processing with a combined treatment capacity exceeding 5 million tons annually.
