Castellbisbal Approves Terrace Ordinance Changes to Enhance Accessibility

The initial modification of the regulation aims for more accessible and clear terraces, with requirements for restrooms and element organization.

The Ordinary Municipal Plenary Session on March 30 gave initial approval to the modification of the terrace ordinance in Castellbisbal, aiming to make them more accessible and clear.

The proposal, which received support from the local government parties (Som-Hi Castellbisbal, Som Veu, and the independent councilor), saw abstentions from Junts and Alternativa, while Vox voted against it. According to the mayor of Castellbisbal, the changes are geared towards adapting to accessibility regulations.
Among the main new features, establishments with terraces will be required to have restrooms for customers, organize awnings and marquees, and more precisely define the terrace area. Furthermore, the new regulation opens the door to studying the possibility of some premises having more than one terrace and details the requirements for safety fences, as well as the installation of terraces in previously unconsidered locations.

"We understand the desire to introduce accessibility improvements, but we cannot ignore that there are other pending accessibility deficiencies in the municipality. Instead, a regulatory adjustment is prioritized which, in some cases, may hinder the economic activity of a sector, in this case, restoration, which makes significant efforts to survive and establish itself in the municipality."

Despite government support, part of the opposition has expressed concern. The spokesperson for Alternativa warned that these changes could hinder the economic activity of the restaurant sector in Castellbisbal, suggesting that these adjustments are being prioritized over other accessibility deficiencies in the municipality.

"The City Council has decided to tighten the noose around our self-employed instead of making their work easier. This ordinance is a condemnation for many trusted bars that will see their income reduced due to restrictions, which will inevitably lead to business closures and a loss of vitality in our town."
