Electric Scooters Circulate at Night Without Lights on an Interurban Road in Terrassa

A group of electric scooter users was recorded circulating at night on the C-1415a, the road connecting Terrassa with Castellar del Vallès, without proper lighting and wearing dark clothing, endangering their safety and that of other drivers.

The lack of position or brake lights, combined with the darkness of the night and dark clothing, poses a significant risk to road safety. This behavior, according to the General Directorate of Traffic (DGT), could result in a 200 euro fine for each offender if they had been caught by the authorities.
In addition to the lighting deficiency, current regulations expressly prohibit the circulation of electric scooters on interurban roads, a fact that further aggravates the infraction. A video captured by a driver shows how they were forced to activate their high beams to see the scooter users and avoid a potential collision.
The images also reveal other reckless behaviors, such as some personal mobility vehicle (PMV) drivers crossing the double continuous line and driving against traffic for several meters, even on sections of the road that lack ambient or urban lighting.
In Terrassa, official data for the year 2025 indicate that over 1,650 sanctions were imposed on users of these types of vehicles. Most of these fines were for circulating in unauthorized areas. During the same period, approximately one hundred PMVs were confiscated in the city.
