The plenary session approved two key proposals to combat the housing emergency. The first, supported by PSC, ECP, ERC, VR, and AUP, calls for strengthening support for vulnerable families following the end of the national eviction moratorium. The second motion aims to extend rental agreements and penalize speculation in high-demand areas.
A major point of tension was the debate over the death of Brian Ríos, a young man who died in police custody in August 2022. The AUP proposal to create an investigative commission failed due to PSC's opposing vote and abstentions from other groups, except for ERC.

Regarding local services, an investment of 1.8 million euros was approved to improve the electrical grid in District 2 neighborhoods after an agreement with Endesa. Additionally, the street cleaning contract with FCC was extended with an annual budget exceeding 10 million euros.
