This initiative, expected to be approved in Friday's plenary session, seeks more specific urban planning and will be integrated into the future Commercial Equipment Orientation Program (POEC). It will also help in developing monitoring indicators for the Commercial Master Plan 2025-2030.
The proposal includes conducting an updated commercial census and an analysis of activity concentration within a maximum of six months. Based on this, an urban or commercial planning instrument will be drafted to analyze diversity, concentration by categories, and establish regulation criteria to prevent imbalances and speculative hyper-fragmentation of commercial premises.

One of the motion's key points is the study of the feasibility of temporary measures, such as the suspension of licenses in specific areas or activities, always under the principles of necessity, proportionality, and non-discrimination. This measure could affect the proliferation of 24-hour supermarkets or beauty salons in areas like Rambla d'Ègara or Carrer de Sant Pere.
Additionally, the creation of a commercial premises exchange, economic support, and collaboration with property owners are envisioned to facilitate access to affordable rents. The goal is to foster the establishment and consolidation of local and strategically important activities, preventing commercial depersonalization and the replacement of traditional shops by franchises.
