Activating the plan in the alert phase involves immediate measures such as notifying action groups, coordinating municipal services, maintaining constant contact with CECAT, and assessing 112 calls. The opening of reception shelters is also considered if necessary.
The Terrassa City Council recommends avoiding outdoor activities, especially in tree-lined areas such as parks and gardens, and reducing unnecessary travel.
The council has issued self-protection advice, urging citizens to secure objects on balconies and terraces (doors, windows, awnings, pots). When driving, it is recommended to reduce speed and firmly hold the steering wheel, avoiding trips unless strictly essential.
