The modification, which received favorable votes from PSC, IE, and Sumen and opposing votes from Junts x les Franqueses and Sal-CUP-AM, incorporates the principle of parity and balanced representation between men and women in institutional representation spaces and strengthens citizen participation.
From now on, citizens will be able to submit written questions before the Plenary session, which will be read publicly and their answers published. The regulation also updates the right of elected members to access necessary municipal information to exercise their functions, including documentation from municipal bodies and obligations related to transparency and conflicts of interest.
Regarding the functioning of the Plenary, the new ROM organizes the various political debate tools, such as motions, which will be debated and voted on directly, with a specific space for discussion. Each municipal group will be able to submit up to two motions to facilitate the order of sessions.
During the prior public consultation period, which ended on May 14, 2026, no objections were filed. Subsequently, Junts per les Franqueses and Sal-CUP-AM submitted 44 objections, of which 4 were fully accepted, 13 partially, and 27 rejected. The incorporated modifications affect aspects of the functioning of the Plenary, the Spokespersons' Board, the agenda, the publicity of sessions, municipal documentation, and citizen participation.
With this definitive approval, Les Franqueses has an updated ROM that strengthens transparency, citizen participation, guarantees for elected members, and the gender perspective, contributing to a more open and accessible municipal administration.
