The union believes the situation goes beyond a technical disagreement on distribution criteria, highlighting a lack of transparency and difficulties for the legal representation of workers in carrying out their duties.
CCOO advocates for a Social Fund distribution model that prioritizes lower salaries and promotes greater equity within the workforce. According to the union, the council's proposal particularly disadvantages workers with more modest incomes, a stance rejected by the staff assembly.
On June 5th, parties participated in a conciliation procedure before the Labor Court of Catalonia. Subsequently, the workers' assembly rejected validating the municipal proposal, arguing that the Parity Commission had not been able to fully exercise its functions.
The union denounces limitations in accessing the necessary documentation to analyze Social Fund files, recalling that personal data protection is compatible with workers' oversight and control functions, provided confidentiality guarantees are applied.
CCOO warns that this situation is not isolated, as labor relations at the Valls City Council have been marked by an increasingly restrictive interpretation of representation rights and recurring difficulties in reaching agreements.
The union regrets the delays in aid payments and urges the local government to restore a dynamic of genuine dialogue, transparency, and respect for the information and participation rights of worker representation.
