These warnings for non-compliance with rent limits arrive one year after the sanctioning regime, agreed upon with Jéssica Albiach's group, came into force. The 12 announced fines stem from files processed by the Consumer Agency, which has initiated 35 more, while the Catalan Housing Agency is processing about thirty additional files.

Beyond the sanctions, the group led by Albiach demands accountability regarding the agreements sealed last year concerning education and health. If the Comuns consider the promises fulfilled, they will open negotiations for the 2026 accounts, demanding to double the allocation of the neighborhood law (from 200 to 400 million annually) and more housing measures, such as limiting speculative purchases. Furthermore, demands related to the unresolved Rodalies crisis are predicted to be a constant burden for the Government throughout the legislature.
Despite the progress with the Comuns, the Government also needs to clear the path with ERC, which is still awaiting a gesture from Pedro Sánchez's Government to unblock the collection of IRPF under the new financing model. The Catalan executive's goal is to conduct an express negotiation so that the budgets come into force before April.
