Artur Mas calls for major mobilization to achieve economic agreement

The former president argues that the real financing negotiation is just starting and compares the complexity of the economic agreement to that of the independence referendum.

Former President Artur Mas argued Wednesday that the negotiation for the new financing model is just beginning, calling for a major mobilization to advance towards the economic agreement and full tax management.

Mas argued that the pact reached between the Government of Pedro Sánchez and Esquerra Republicana lacks the necessary support in the Congress, meaning the real negotiation starts now. He called upon “the country's powers and organized civil society” to hold “a great conference and a great mobilization” to make it clear that Catalonia wants a real change in the model.

The former leader made these statements on the tenth anniversary of his resignation as president of the Generalitat, during an informational breakfast organized by Nueva Economía Fórum. He reasoned that if the scheme is one of self-government and autonomy, it must be full self-government, with the capacity to decide on income and not just expenditure, an initiative he championed with the “fiscal pact” in 2012.
While admitting that the system agreed upon by socialists and republicans entails an economic improvement, Mas stressed that it does not represent the promised model change, but only an evolution of the previous one. He demanded the capacity to manage taxes, which he called “the key to the vault,” and warned that failing to include the cost of living in the calculation is “highly detrimental” to Catalonia.
Regarding the future of the independence process, Mas admitted that “the game was not won” since there is no independence today, but urged preparedness for an uncertain global scenario. He also proposed a solution for the housing crisis: that the administration co-own property with young buyers, providing the down payment, allowing them to repurchase the Generalitat's share at 0% interest plus the CPI.
In parallel, the Junts parliamentary group, through its president Mònica Sales, announced they would register a request for the President of the Generalitat, Salvador Illa, to appear before the Parliament of Catalonia to detail the new financing model. Sales conditioned JxCat's potential support for the debt write-off of the FLA on it being voted on in isolation.
