Parliament Extends Bus Concessions Until 2034

The new regulation allows for up to six-year extensions of current contracts to facilitate fleet renewal and decarbonization.

The Parliament has validated a decree-law allowing for up to six-year extensions of current intercity bus concessions, including Monbus until 2034, to facilitate fleet renewal and decarbonization.

The Parliament of Catalunya has greenlit a decree-law modifying intercity passenger public transport concessions. The main measure will allow for up to a six-year extension of current contracts, a decision directly affecting concessions like Monbus, which can now extend its operation until 2034. The regulation, approved with votes from the PSC, Junts, ERC, and the PPC, and an abstention from Aliança Catalana, also sets the goal for 75% of the intercity fleet to be decarbonized by January 1, 2029.
The Minister of Territory, Housing, and Ecological Transition, Sílvia Paneque, defended the measure by citing the increase in intercity transport demand, which reached a historic high of 90 million passengers in 2025, and the challenge of decarbonization. Currently, only 1.6% of the 1,597 vehicles in service in Catalunya are electric.
The decree requires operating companies to submit individualized decarbonization and information improvement plans within three months. The projected investment for fleet upgrades amounts to 762 million euros, to be borne by the companies in exchange for the extended concessions. Furthermore, improvements are incorporated for the deployment of the T-mobilitat system, including real-time information, incident alerts, and vehicle geolocation.
The proposal received support from Junts, ERC, the PP, and the PSC. The Comuns, Vox, and the CUP voted against it, having requested the decree be processed as a bill to allow for amendments, a request that was rejected.
The routes managed by Monbus in the Anoia region include key journeys such as IgualadaBarcelona, IgualadaEsparregueraPlatges, and connections with municipalities like Calaf, Santa Coloma de Queralt, and the Universitat Autònoma de Barcelona.
