This new system, the result of negotiations since 2025, arrives eleven years after the 2015 reform of the Law of Aran mandated a specific financing model. The agreement aims to consolidate Aran's self-government and ensure public services for its citizens.
The new model is characterized by four key aspects: improved economic resources, updated and enhanced transfer of competencies, the Conselh Generau d’Aran's participation in the Generalitat's taxes, and financial stability and predictability for the coming years. These points had been long-standing demands from the Aran institution.
Financially, the Aran Financing System allocates €42.7 million to the Unconditional Financing Fund (FFI), an increase of approximately €4 million compared to the previous model's updated base. This marks a significant rise from the €23.5 million in 2019.
Starting in 2027, an additional fund equivalent to 5% of the base FFI, exceeding €2 million, will be introduced to support the Conselh Generau d’Aran's specific policies. This allocation will be progressively implemented over four years.
The system also includes mechanisms for future expansions of services and competencies, designed to adapt to the evolving self-government of Aran in areas such as housing, economic promotion, and sports.
A specific clause will establish a commission to study the Conselh Generau's participation in the Generalitat's taxes, including personal income tax, aiming for greater financial autonomy and fiscal co-responsibility within a maximum of two years.
This path has already begun with an increased share for the Conselh Generau in the tourism tax, raising its portion of Aran's tourism tax revenue from 20% to 50%.
The Síndica of Aran, Maria Vergés, described the agreement as a "historic step" towards consolidating political autonomy and ensuring decisions are made locally with adequate resources. She highlighted the recognition of financial co-responsibility and tax participation as unprecedented achievements.
