Interior Ministry will not immediately fine drivers without the mandatory V-16 beacon

Minister Grande-Marlaska stated that security forces will be flexible and prioritize information over immediate penalties for a reasonable period.

The Minister of the Interior, Fernando Grande-Marlaska, announced on Thursday, January 8, 2026, that traffic police will be flexible and will not immediately fine drivers who lack the mandatory V-16 beacon.

The State security forces and bodies will be “flexible” and will not fine drivers who do not carry the luminous V-16 beacon for a “reasonable” period. This measure has been mandatory since January 1st and the Ministry of the Interior considers it “essential” to curb pedestrian fatalities.

The announcement was made during the presentation of road accident death figures corresponding to 2025, a year in which 103 pedestrians lost their lives, almost 10% of the total 1,119 fatalities. Many of these incidents occur when drivers exit their vehicles, often to place emergency triangles.
It is estimated that about 25 people die each year after being hit while signaling a breakdown or accident. The V-16 avoids the risk of leaving the vehicle, incorporates lighting visible up to one kilometer away, and integrates into the connected vehicle system to inform other drivers of the incident.
