C-16 Motorway Discounts Turn Ten: From 13 km Limits to Full Free Travel on Weekdays

The toll road bonifications between Terrassa and Manresa have undergone six modifications since January 2016 in an attempt to relieve congestion on the C-55.

Since January 2016, the Generalitat has implemented six changes to the C-16 (Terrassa-Manresa) discounts to relieve the C-55, evolving from a limited stretch during peak hours to full free travel for round trips completed in under 24 hours.

The system of bonifications on the C-16 motorway, connecting Terrassa and Manresa, celebrates ten years of existence with a radical transformation. Initially, in January 2016, discounts were limited to 13 kilometers, between Sant Vicenç de Castellet and junction 54, and only applied during peak hours on working weekdays.
This first version, promoted by Minister Santi Vila, aimed to function as a Manresa bypass. However, its limited impact led the Department of Territory, under Josep Rull, to expand it six months later, in January 2017, to all northbound routes.

From a free section of just 13 kilometers limited to specific time slots to free travel for the entire route without time limits.

The most significant change arrived on September 1, 2020, when the time restriction was eliminated, extending free travel to 24 hours a day on working weekdays. Subsequently, in January 2023, access to the Manresa Bypass bonification was made possible without a Teletac device, through prior license plate registration, a measure introduced by Minister Juli Fernández.
The sixth and final modification, planned by Ester Capella and implemented by Sílvia Paneque on November 4, 2024, is the current version. This allows complete free travel on the entire route for round trips completed in less than 24 hours on weekdays, provided the user has Teletac or the Satellise application.
Despite six revisions and six different ministers managing the discount policy since 2016, the initial goal of relieving the saturated C-55 has not been achieved to the expected extent. It should be noted that these discounts overlap with an older 45% price reduction in effect since July 16, 1999.
