The Manresa Municipal Plenary has given definitive approval to the second proposal for the Low Emission Zone (ZBE), which will be implemented in two phases, starting with the Historic Center in 2028.

The second version of the Manresa ZBE has received final approval after the majority of the nine allegations presented during the public exposure period were dismissed. This process contrasts sharply with the first proposal, which was halted by an avalanche of 75 complaints.

The new ZBE proposal only received nine allegations, contrasting with the 75 complaints that forced the halting of the first version's processing.

The initial approval took place in the plenary session last September with favorable votes from the governing team (ERC, PSC, and Impulsem). The municipal groups Junts and FNC abstained, while Fem and Vox voted against the measure.
Implementation will occur in two stages. The first phase, effective in 2028, will cover 0.21 km2, limited to the Historic Center (10% of the municipality). The second phase, scheduled for 2030, will expand the area to 0.56 km2, including the expansion area up to the Passeig and Àngel Guimerà street, totaling 25% of the municipal territory.
