The Plenary Session of the Monistrol de Montserrat City Council, in its ordinary session held on October 29, 2026, gave the green light to the creation of this new citizen participation body, as well as the regulations that will define its composition, functions, and operation. The Council's main objective is to facilitate children's involvement in public affairs and promote democratic participation from the earliest stages of life.
The Children's Municipal Council will be composed of between 8 and 22 children, mainly from 5th and 6th grade, coming from the municipality's educational centers, local entities, and also children residing in Monistrol who attend schools elsewhere. Their representatives will be able to express concerns, debate issues of municipal interest, and formulate proposals for improvement to be forwarded to the City Council.
The regulations provide for monthly working meetings during the school year and a minimum of two public hearings annually. These hearings will present the children's proposals and report on related municipal actions.
With the initial approval, a 30-day public information period opens. During this time, any interested person can consult the document and submit claims, suggestions, or improvement proposals. The City Council especially invites families, educational centers, entities, and children of the municipality to learn about this initiative and participate in defining this new space for children's representation.
