The Comuns party has filed a criminal complaint against Cambrils Mayor Oliver Klein with the Tarragona Prosecutor's Office regarding the purchase of Israeli police equipment in November 2025.

Lawyer Jaume Asens Llodra formalized the complaint before the Tarragona Provincial Prosecutor's Office against Oliver Klein, Mayor of Cambrils City Council. The complaint is based on the resolution signed by the mayor on November 28, 2025.
Through this resolution, the purchase of 63 bulletproof vests was awarded to the company Guardian Homeland Security for an amount of 48,844.99 euros. According to the document, these actions could constitute administrative malfeasance and embezzlement of public funds.
The complaint argues that the award was made when Royal Decree Law 10/2025, dated September 23, was fully in force, which expressly prohibits the purchase of defense and police material of Israeli origin. The text emphasizes the «seriousness of the facts».

"The resolution cannot be classified as a technical error, but rather reveals a conscious acceptance of the risk of issuing a resolution manifestly contrary to Law."

Parallel to the criminal proceedings, the Comuns Parliamentary Group has registered a Resolution Proposal in the Parliament of Catalonia. Deputies David Cid and Andrés Garcia Berrio urge the Government to ensure strict compliance with the embargo by all local entities, including individual protection equipment like the vests.
In the Congress of Deputies, MP Fèlix Alonso Cantorné has registered questions addressed to the Central Government. Alonso denounces that Guardian Homeland Security «continues operating from Madrid selling weaponry and defense material manufactured in Israel, despite the restrictive legal framework approved in September».
