Domènec Puig, a professor of Computer Engineering and Mathematics, is one of two candidates vying to succeed the current rector of the Universitat Rovira i Virgili (URV). His electoral proposal includes a detailed vision for implementing Medicine studies at the Terres de l'Ebre Campus in Tortosa. Puig argues that for these studies to be recognized and accredited, an adequate ecosystem must first be established, including a university hospital equipped with the necessary resources and specialists.
Puig, who aims to lead the URV for the next six years under a new regulation limiting re-election, has highlighted the importance of overcoming a 'provincialism' complex and transforming the university into a global ('glocal') benchmark. He noted that the establishment of universities outside Barcelona was a strategic decision to socialize education, but now the focus must be on excellence and attracting international talent.
Regarding the demand for Medicine studies in Terres de l'Ebre, Puig clarified that he is not opposed, but insists on the necessity of a solid plan. 'We are not against Medicine studies coming to Terres de l'Ebre,' he stated, while reminding that a university hospital with specialists is required, a matter dependent on the Generalitat and the Department of Health. He criticized the current rector's team for not addressing these essential infrastructures.
The candidate also criticized the financial management and leadership of the URV during the current term, arguing that despite an increase in teaching positions, the university has declined in national and international rankings. Puig proposes an investment plan to complete pending infrastructure projects and improve the conditions for associate professors, whom he considers poorly compensated at URV compared to other Catalan universities.
Finally, Puig has committed to undergoing a mid-term audit to assess the achievement of his electoral program's objectives, including the creation of a 'student house' as a single point of guidance for students. He advocated for leadership that demands a strong investment plan from the Generalitat for the region, similar to those being implemented in Girona and Barcelona.
