The infrastructure, connecting the two municipalities in Baix Empordà, was the subject of intense public debate and project modifications since the early 2000s. Initial concerns revolved around the territorial impact and the division a four-lane road could create passing through the town of Mont-ras.
The project was presented on several occasions, with modifications to minimize impact. A specific solution for Mont-ras included lowering the road's level by 600 meters. The process continued until May 2005, when the construction project was definitively approved.
The works, awarded for 42.7 million euros, officially commenced on November 28, 2005, in Mont-ras, with the construction of a temporary road. Machinery reached Palamós in March 2006, balancing the work with the daily traffic of thousands of vehicles.
The new highway, featuring two lanes per direction, shoulders, and service roads, opened to traffic in January 2008. The official inauguration took place on February 1, 2008, attended by the President of the Generalitat, José Montilla, and the Minister of Territorial Policy and Public Works, Joaquim Nadal. The final cost of the project amounted to 53.8 million euros.
