Vulnerable residents in Gavà and across Catalonia are facing a critical situation this 2026 following the Generalitat's decision not to renew its energy poverty agreement with Endesa.

The end of this framework, combined with the Spanish Congress's rejection of the 'social shield' decrees, has eliminated 40% discounts on electricity bills for 185,000 people. While the Law 24/2015 still prevents supply cuts in Catalonia, the mechanisms for debt forgiveness and social meters are now in jeopardy.
In Gavà, 66-year-old Encarna, who depends on medical equipment at night, expressed her fear of rising debts. Social organizations like APE are demanding urgent political action, as the current regional budget lacks specific measures to address the 1.4 million people suffering from energy poverty in the territory.
