ERC Baix Penedès demands full reinvestment of IDIADA canon into the region

The Republican party proposes creating a dedicated investment fund using the annual fees derived from the concession agreement with Applus+.

Esquerra Republicana del Baix Penedès launched an initiative urging the Generalitat to allocate the entire annual IDIADA canon to a dedicated investment fund aimed at addressing historical infrastructure deficits in the region.

The proposal was presented this Monday in Sant Jaume dels Domenys by the Mayor of Llorenç del Penedès, Montserrat Ventosa, and the Councilor of Sant Jaume dels Domenys and fourth Vice President of the Diputació de Tarragona, Marta Ventura, representing ERC in Baix Penedès.
The representatives recalled that the Generalitat Government awarded the sale of 80% of IDIADA Automotive Technology, SA shares to Applus+ for 25 years on July 3, 2024, an operation formalized on September 9, 2024.
This agreement includes a concession for the use of land and equipment owned by the Generalitat located in the municipalities of Albinyana, Banyeres del Penedès, la Bisbal del Penedès, and Santa Oliva. This use generates a fixed annual canon of 4 million euros, plus a variable canon equivalent to 2% of the company's annual EBITDA.

"These revenues must have a direct, integral, and earmarked return to the region, especially in a context where the distribution of public investment has not allowed us to overcome the historical deficits in equipment, services, and infrastructure suffered by the region."

The ERC proposal calls for the creation of a specific final investment fund endowed with the entirety of the IDIADA canon. This fund would finance priority actions in areas such as mobility, health and educational facilities, water management, affordable housing, and economic promotion.
