The final approval of the fiscal ordinances of the Barcelona City Council for 2026 will be decided in the plenary session on January 30. The favorable vote of Barcelona en Comú depends on the fulfillment of the urban regeneration plan agreed last autumn with the government led by Jaume Collboni.
This plan provides for the rehabilitation of 6,000 flats in neighborhoods such as Besòs i el Maresme, la Pau, and Trinitat Vella. Council member Marc Serra (BComú) has demanded that the government present, within three months, a plan with a sufficient extraordinary budget to guarantee the reforms within five years.

Meanwhile, the fiscal ordinances did not prosper in the commission, despite the vote in favor of PSC and ERC, and the rejection by Junts per Barcelona, PP, and Vox. The most relevant point of the proposal is the increase in the municipal tourist surcharge, which will rise from four to five euros per person per night starting April 1.
Deputy Mayor Jordi Valls defended that the ordinances do not increase the tax burden on families or SMEs. However, the opposition criticized that Barcelona has one of the highest tax rates in Spain, contrasting with “significant deficits” in public services such as cleaning or security, according to council member Víctor Martí de Villasante (PP).
