The review of the first 120 days of the new ICAB Board's mandate has confirmed the institution's direction under the leadership of Dean Cristina Vallejo. The team has achieved 32 milestones out of the 100 challenges set for the legislature, demonstrating a clear commitment to service and method.
These improvements reinforce the ICAB's role as an essential interlocutor with administrations, placing it back at the center of the Catalan and national legislative debate. The main goal is to enhance the institution's prestige, thereby enhancing the profession's standing in a context of judicial system saturation and discredit.
Without judges, without personnel, and without digitalization, judicial efficiency cannot be a reality.
Dean Vallejo has publicly warned of the impossibility of 100% implementation of the third and final phase of Judicial Efficiency Law 1/2025 in Barcelona by the upcoming January 1 without the necessary resources. This warning is based on the daily reality of the courts and serves as a responsible defense of justice.
Among the structural deficits highlighted are the lack of the 55 promised judges, insufficient economic resources and personnel, and the pending digitalization of criminal jurisdiction. Experience from phase 2 already revealed serious problems in human resource management, including excessive use of interim staff.
Despite the warning, the Dean advocates for dialogue and progressive implementation. Regular meetings with the High Court of Justice of Catalonia (TSJC) and the Department of Justice and Democratic Quality exemplify a management style based on institutional cooperation to defend justice and those who uphold it daily.
