With a population of nearly 3.3 million people, the Barcelona metropolitan area faces complex economic and social challenges. To address these, the Generalitat has activated various projects aimed at accelerating metropolitan management, as highlighted by the Minister of the Presidency, Albert Dalmau.
Among the most prominent initiatives is the Catalunya Media City at the Tres Xemeneies in Sant Adrià de Besòs, an audiovisual hub that aims to position Catalonia as a global benchmark in the audiovisual, digital, and video game sectors. The expansion and rehabilitation works of the Turbine Hall, with a budget of 71 million euros, are expected to be completed by the end of 2028.

Additionally, the Urban Master Plan envisions transforming the area around the Tres Xemeneies with a large 10-hectare urban park. This regeneration extends to the La Mina neighborhood, also in Sant Adrià de Besòs, with an investment of up to 113 million euros to build protected housing, a residence for the elderly, and a nursery school, among other improvements.
Other commitments include the extension of Metro Line 1 to Badalona and the adoption of a regenerated water strategy in the Besòs area. On the other side of the capital, the new Hospital Clínic building is planned, located at the border between Barcelona, L'Hospitalet, and Esplugues, with works scheduled for 2030, which will also facilitate the arrival of Metro Line 3 to Esplugues.

The Generalitat is also promoting the Biopol-Granvia Urban Master Plan, which will create a biomedical cluster in the south of L'Hospitalet and bury the Gran Via, with a contribution of 40 million euros from the Government. President Salvador Illa emphasized the relevance of this project, which will begin next year.

Finally, the Generalitat's Neighborhood Plan will allocate over 400 million euros in its first call to improve the lives of 273,000 people in twenty municipalities. This initiative, which foresees a total investment of 1.6 billion euros across five calls, aims to address areas with low-income indicators, equipment deficits, and housing problems. Municipalities such as Barcelona (Ciutat Vella), Santa Coloma de Gramenet (southern neighborhoods), Sant Joan Despí (Les Planes), Mataró (Cerdanyola), and Santa Perpètua de Mogoda (Can Folguera) will benefit from these investments for urban and social regeneration.
