Catalan Government launches tender for 1,940 public homes, 292 located in Sant Adrià

Minister Sílvia Paneque presented today in Sant Adrià de Besòs the first tender to build 1,940 affordable rental homes, utilizing 37 plots ceded by various Catalan municipalities.

The initiative, considered pioneering at the State level, includes three plots in the municipality of Sant Adrià de Besòs, which will total 292 flats designated for affordable rent for 75 years. This first package is part of the overall goal of the Government, led by Salvador Illa, to reach 50,000 public homes.
The Minister of Territory, Housing and Ecological Transition, Sílvia Paneque, accompanied by Mayor Filo Cañete and Delegate Pilar Díaz, explained that the tender distributes the 37 plots across 23 municipalities, divided into four territorial units. Housing Secretary Lídia Guillén was also present.

This initiative is key to starting to reduce the housing emergency, utilizing unused municipal land to guarantee affordable long-term rents.

Paneque announced that, given the large gap between the first package (under 2,000 units) and the final goal of 50,000 homes, the Government is already preparing subsequent calls. More tenders are expected throughout 2026, with the idea of approving successive packages that place between 400 and 500 flats in each territory per batch.
Aside from the developments included in the tender, Sant Adrià de Besòs also plans the construction of endowment housing for young people near the Universitat Politècnica de Catalunya (UPC) Campus. Other municipalities included in this first package are Terrassa, Esplugues de Llobregat, and Tarragona.
