The Metropolitan Urban Planning Plan (PDUM) of the Barcelona Metropolitan Area (AMB) defines 16 'metropolitan project spaces' (EPM) to boost innovation and reindustrialization.

The economic future of the Barcelona metropolitan area is being shaped by the new Metropolitan Urban Planning Plan (PDUM), which proposes 16 'metropolitan project spaces' (EPM). These areas, often spanning multiple municipalities, aim to create new centralities to decongest the capital and transform historic industrial zones that have become obsolete.
The PDUM, replacing the 1976 General Metropolitan Plan, advocates for a mixed and cohesive urban model beyond tourism, focusing on added value for the economy. It includes connecting these spaces via 'metropolitan avenues,' strategic axes to structure the supramunicipal territory.
For instance, the 'Delta Gran Via' EPM (involving Sant Boi, L'Hospitalet, and El Prat) will be strengthened with R&D activities, continuing the Biopol of L'Hospitalet's trajectory. El Prat Nord will become a hub for biotechnology and hospital logistics companies, establishing an economic and technological corridor.
Other proposals include consolidating a healthcare and research facility in Sant Boi ('Cruïlla Sant Boi'), creating a cultural 'Ateneu metropolità,' and fostering a manufacturing cluster for sustainable mobility in Cornellà and L'Hospitalet ('Cornisa Verda').
The Carretera del Mig industrial estate in L'Hospitalet will benefit from the future Diagonal Clinic Campus and the biomedical cluster, reshaping the healthcare and assistance map. In Sant Cugat, the General Hospital of Catalonia will become a key innovation hub, with improvements in transport and mobility.
In the Besòs area, reindustrialization of the Bon Pastor, Montsolís, and Torrent de l'Estadella industrial estates is planned, with the Catalunya Media City project serving as a catalyst to attract creative and digital companies.
