Inspector Celestino Barroso testified this March 11 that the orders to pressure Banca Privada d'Andorra (BPA) came from Pedro Esteban, then head of intelligence in Barcelona.

During the Pujol case trial, Barroso explained that in 2014, while serving at the Spanish embassy in Andorra, he delivered a warning to BPA owners. The bank was told it would face liquidation unless it provided financial records for Artur Mas, Oriol Junqueras, and the Pujol family.

The operation, allegedly orchestrated by the so-called 'patriotic police', led to the eventual collapse of BPA and Banco de Madrid. Pedro Esteban, the officer identified in court, is also connected to the illegal leak of ID photos belonging to 33 Catalan judges in 2014.
