Emancipation Loans: 2,052 Young People Have Already Accessed Housing

The Generalitat has advanced 50.5 million euros for the purchase of 1,387 homes, with an average price of 190,092 euros per property.

The Generalitat has advanced 50.5 million euros for the purchase of 1,387 homes through emancipation loans, benefiting 2,052 young people in Catalonia.

The Generalitat has allocated 50.5 million euros for the purchase of 1,387 homes through emancipation loans. The remaining financing will be disbursed upon formalization of the operations before a notary or upon obtaining bank mortgages, with a maximum deadline of six months, according to the ICF.
These loans finance up to 20% of the property's value, with a maximum of 50,000 euros, covering the down payment that banks typically do not cover. Since early June, the age limit to access this measure has been extended to 40 years.
The average price of these homes has been 190,092 euros, a figure lower than the average selling price in Catalonia in 2025, which stood at 240,460 euros. The ICF has not commented on this difference.
Beneficiaries will not have to repay the government advance until the bank mortgage is paid off, and they will do so interest-free. In return, the property will permanently hold protected housing status (HPO), allowing it to be sold or inherited, but at a maximum purchase price equal to the acquisition price and with the Government's permission.
The President of the Generalitat, Salvador Illa, highlighted that emancipation loans help alleviate the "entry barrier" for young people seeking to buy a home, while acknowledging that it does not solve the overall crisis.
Of the 1,387 homes purchased, 2,052 individuals have benefited, as many purchases were made as couples. The average age of beneficiaries is 29.7 years. With the age limit extended to 40, it is estimated that over 600,000 people could be eligible for the measure.
The annual budget planned until 2029 remains at 100 million euros, expandable if necessary. Financing can also include the purchase of parking spaces and storage rooms, and facilitates requirements for new construction.
The territorial distribution of disbursed loans follows the population by vegueries. Barcelona accounts for 56.3% of loans, followed by Girona (10.3%), Penedès (10.0%), Camp de Tarragona (7.7%), Catalunya Central (6.6%), Ponent (5.0%), Terres de l'Ebre (3.5%), and Alt Pirineu i Aran (0.7%).
In the metropolitan area, the average sale price in 2025 was 284,910 euros for homes of 89.85 m². This price was lower than for loans in Terres de l'Ebre (93,220 euros), Ponent (113,190 euros), Catalunya Central (141,910 euros), and Camp de Tarragona (164,690 euros). In contrast, it was higher in Penedès (212,390 euros), Girona (232,830 euros), and Alt Pirineu i Aran (289,550 euros), as well as in the metropolitan area.
