Llívia promotes construction of 39 social rental flats to address housing shortage

The council has ceded a plot of almost 4,000 square meters to the company Visoren to develop the project.

The Llívia City Council has initiated procedures to make the construction of 39 social rental flats a reality, a key measure to address the demand for affordable housing in Cerdanya.

The decision was made at the last municipal plenary session, where the cession of a plot of almost 4,000 square meters, located on Avinguda Països Catalans, was approved with six votes in favor and one abstention. This plot will be allocated to the company Visoren to carry out the project.

"Currently, there is a lack of affordable rental flats, and we will be able to offer them to Llívia residents, at between 6 and 8 euros per square meter, in a strained region like Cerdanya."

The first homes are expected to be delivered by early 2030. The entity Visoren, accredited as a social housing developer, has received the cession of surface rights for a period of 75 years and will be responsible for the construction.
The company has nine months to formalize the public deed, apply for the building permit, and begin construction. Since its foundation in 2002, Visoren has managed almost 3,000 official protection homes, being one of the developers adhering to the Register of Protected Housing Promoting Entities, supported by the Diputació de Barcelona.
In the same plenary session, the economic document was presented, revealing a treasury surplus of 1,020,851 euros from the 2025 budget, with an average payment period to suppliers of 16.42 days. Additionally, a budget expansion of 470,000 euros was approved, funded by this surplus, to be allocated to various investments. These include service improvements, the acquisition of urban furniture, interventions in the swimming pool, the installation of solar lighting in Sant Guillem Park, pavement repairs, and the improvement of the Espai Teatre equipment, among others.
