According to Confluència, the Government of the Generalitat de Catalunya has presented proposals regarding the ownership and management of the aerodrome through its representatives on the Aerodrome Consortium. These initiatives would have the support of some regional representatives within the consortium.
“"We consider it a serious precedent that, at the end of this legislature, agreements are made that could permanently damage the will of Cerdanya society regarding the ownership, type of management, and activity linked to the Cerdanya Aerodrome."
The Generalitat's new proposal includes its continued presence in the Consortium, despite a previous withdrawal agreement that was not accepted by the Comarcal Council. It also foresees new statutes for the Consortium, the contribution of aerodrome assets (91% from the Comarcal Council and 9% from the Generalitat) to the Consortium, and a concession to Aeroports de Catalunya for a period of 10 plus 5 years.
Given this situation, Confluència per una Cerdanya Sostenible has put forward its own proposals. Regarding governance, they demand a new Government agreement to annul the withdrawal from the Consortium, a favorable report from the General Directorate of Heritage of the Department of Economy and Finance for the Generalitat's reincorporation, and the creation of a working commission with representatives from the involved municipalities and the Comarcal Council to draft the new statutes. These statutes should assign the presidency of the Consortium to the president of the Cerdanya Comarcal Council and adapt its operation to the current airport PDU (PDUAC).
Regarding the management model, the entity views positively that the Consortium entrusts the management of the air side to Aeroports de Catalunya, but with a set of conditions that include pending investments, an investment plan with a timeline, a maximum management contract duration of 4 years (extendable by 2 more if objectives are met), and actions in accordance with the PDUAC (gliding, sport flying, no flight school or helicopters). They also demand a continuous control system by the Consortium and clear conditions for contract termination in case of serious or repeated non-compliance.
Ground activities (services, complementary uses) should be managed directly by the Comarcal Council, respecting the municipalities' competencies and strengthening territorial return. Finally, Confluència opposes the transfer of ownership of the Comarcal Council's and Generalitat's properties to the Consortium, and if addressed, they demand very specific conditions and the option to reverse the operation.
The entity is against the Government's plans and considers a real and transparent debate within the Aerodrome Consortium, including Cerdanya civil society, essential to find the best solution that respects the PDUAC and the regional uniqueness. They warn that decisions that mortgage the future of a regional infrastructure cannot be made just months before municipal elections.
