The new space, located in the Bernat de So Tower, will detail the advantages and administrative challenges of being an enclave surrounded by France.

The Llívia City Council is planning the Hito 0 museum, located in the Bernat de So Tower, to explain its status as a Spanish enclave surrounded by France and the resulting administrative complexities.
The new cultural space, which Mayor Albert Cruïlles expects to inaugurate during the first quarter of next year, will focus on the geographical particularity of the town, delimited by 43 border markers (hitos) that define the small border with the French state.
The museum will be interactive, featuring videos and interviews with elderly residents who will explain what life was like when a safe-conduct (salconduit) was required to travel to Puigcerdà. This territorial singularity means that projects like sewage networks or road improvements must be debated at the Hispano-French table of the Treaty of Bayonne.
This annual review of the markers is a tradition carried out by patrols from the Guardia Civil and the French Gendarmerie to certify that no marker has been moved. Opposition spokesperson Mònica Isern noted that touring the markers “is a beautiful, interesting, and historical thing.”
Furthermore, the City Council is also working on the expansion of the Esteve Pharmacy Municipal Museum, a European reference that recently received a donation of over 1,500 objects from the former pharmacies Amat de Sant Quirze del Vallès and Estrella de Barcelona, integrating into the scientific network Aromas Itinerarium Salutis.
